Easy. Another trick, similar to those "guess your card" games on the 'net. Any number you pick yields a multiple of 9 less than 90; all the multiples of 9 are the same symbol. Every time you load the page, it chooses a different symbol for the set of numbers 9, 18, 27, 36, 45, and so on. Notice, though, that the same symbol is always used for all the numbers in that set.
In street magic, this is what's called a "force". You think you have free will, but you're being forced to pick something the magician has already set up.
